On Monday 15 July, the Grattan Institute released their working paper on the history and purpose of private health insurance (PHI) in Australia. It touches on the current trend of people dropping their PHI cover, particularly younger people who are less likely to need health services; the ineffectiveness of current government subsidies and financial penalties to encourage uptake; and the urgent need for a new framework for PHI.

The report provides a good summary and background on the origin of the PHI system and raises a number of considerations for the future of PHI.
